Yeah great. It's quite common that a system has five different keyboards attached and each user needs a different layout. NOT!
Well, I believe it makes sense to have it implemented that way. Still Linux is a multiuser system. One use case are universities with students from different countries.
Yes, and that scenario is supported well by the gdm feature and the desktop applets.
