I verified that the directory location is restored in a konsole terminal. 

The only configuration flag I know about is the one in Session Manager.  I'm
willing to do a work-around, but I consider this case to be a more general
problem as there are several terminals one can use.  The behavior is very
recent, meaning something was changed that is having an unintended consequence.
