Noarch packages are not handled correctly in OBS.

1) user has to manually disable all architectures and leave only one building
if he wants to save building power
2) if noarch package is also used for build for the same project, one has to
keep build enabled for all archs (i.e. x86_64 package is not able to use noarch
dependency built in the same project but from i586)
