I don't see how this can be resolved.
As far as I'm concerned, if package foo-1.0 is installed and package foo-2.0 is
available to install, then I and everybody else would consider foo a candidate
for upgrade.
zypper in jfsutils-1.1.14-31.1
*does* work, however 'zypper up' doesn't, and I think that a *lot* of people
are going to find this very confusing.
