Despite /etc/X11/xorg.conf containing this section:

Option "XkbOptions" "grp:ctrls_toggle,compose:menu,eurosign:e"

Option "XkbVariant" "basic,basic"

The AutoRepeat settings are not applied, as are the XkbOptions -
instead I get the default settings of "1000 30", and no Compose Key.
Reproducible: Always
Another regression. This was working in 11.1.
