In "Manually configure time", text box of "time" shows "2009-11-", seems not
complete.
Click "Manually configure time", time format still keep incomplete.

Reproducible: Always

Steps to Reproduce:
1. Login WebYaST as root;
2. Click "Time" in control panel;
