OK, you can ignore my comment #1, I somehow didn't see "RHEL_4" in the output:
$ osc build NOT_AVAIL i586 pidgin-sipe.spec
NOT_AVAIL is not a valid repository, use one of: CentOS_5, Fedora_10,
Fedora_11, Mandriva_2009.1, openSUSE_11.0, openSUSE_11.1, openSUSE_11.2,
openSUSE_Factory, RHEL_4, RHEL_5, SLE_10_SP2, SLE_11
As for RHEL 4.7 having new enough packages, it seems that RHEL 4.7 _does_ meet
the BuildRequires requirement of "libpurple-devel >= 2.3.1"[1] - the problem is
that the RHEL_4 target doesn't include the libpurple-devel RPM:
$ osc ls RedHat:RHEL-4 -b -r standard -a i586|grep -E "(pidgin|purple)"
pidgin-1.5.1-1.el4.i386.rpm
So, RHEL 4.8 isn't an absolute requirement (although it would be nice), but the
addition of the libpurple-devel RPM is.
