Why should all users be annoyed with one more popup
which asks for stuff which they are usually not interested in?
The default ACLs are the same for all kind of "desktop" devices
which are read/write permissions for the whole device
for the user who is currently logged in locally (see comment #9).

All I can do is to replace the too specific value 'scanner'
with a value (choose what you like) which is o.k. for
the superset of
- a plain printer
- a plain scanner
- a printer + scanner all-in-one device
- a printer + scanner + fax all-in-one device
- a printer + scanner + cardreader all-in-one device
- a printer + scanner + fax + cardreader all-in-one device
If you provide me such a value e.g. 'desktop-peripheral'
which gets an ACL set as currently for a 'scanner',
I can replace 'scanner' with it.

It is exactly what a normal user expects regarding
default out-of-the-box device access permissions:
When he has a device on his desktop (USB devices are
usually located next to the computer) he expects
to have access permissions for the whole device by default.
A user would not understand if he would be only allowed to
print but not allowed to get the printer device status

I never ever got a feature request regarding "fine-tuning of the
device access permissions" but I got and get all the time bug
reports when this HAL thingy fails again and again to grant
the default device access permissions.
If whatever setup tool likes to find out if a USB device
might be a scanner, it should try to run "sane-find-scanner"
and/or "hp-probe -busb -escan" (this is what yast2-scanner does
by calling its tool /usr/lib/YaST2/bin/autodetect_scanners)
because nothing else works currently (excluding wishful thinking
of what might work in theory at some time in the future).
