[Bug 551736] NTP Server Address dropdown is empty in Date/Time installation screen

I just noticed that the first time you go to this screen, the dropdown form is
not populated. However, if you enter an address, click accept to return you to
the 'Clock and Time Zone' menu, then go back into 'Change' the dropdown list
becomes populated.
