when openoffice kde4 package is installed, saving as .doc breaks latvian
characters like ā ē ķ and others replacing them with question marks. this does
not happen when openoffice kde4 package is removed kde package is installed.

Reproducible: Always

Steps to Reproduce:
1. open openoffice
2. write some latvian characters
3. save as microsoft word 97/200/XP .doc
4. close and open the file
Actual Results:  
latvian characters were changed to question marks

Expected Results:  
should have kept latvian characters
