When downloading new wallpapers using the "get new wallpaper" option on Desktop
Configuration dialog does not add them to the wallpaper listing.

Reproducible: Always

Steps to Reproduce:
1.Right click on desktop
2.Select desktop configuration
3.Click get new wallpaper
4.Click install on any wallpaper.
Actual Results:  
The wallpaper is marked as installed but does not show on the wallpaper
listing.

Expected Results:  
New wallpaper available for selection on wallpaper listing
