Regression: suspend-to-disk (hibernate) doesn't wake up USB after restore

To repeat:

1. suspend to disk
2. wait a few minutes
3. boot and allow it to restore

Observe: USB mouse doesn't work. USB hubs don't work. USB fill-in-the-blank
doesn't work.
