I booted to RC1 KDE LiveCD. I noticed that entries in first tab in Kickoff menu
have descriptions in English while corresponding entries found in
'Applications' have them localized perfectly. So I guess it's a bug...

Reproducible: Always

Steps to Reproduce:
1.Boot to RC1 KDE LiveCD, chosing non-english language
2. Explore some apps from first tab in the second one and compare decriptions
Actual Results:  
'Favourites' entries are not localized while 'Application' entries are

Expected Results:  
'Favourites' entries are localized as well as 'Application' entries
