I booted from KDE Live CD and desktop effects was disabled. I turned it on but
settings dialog filled gray and no effects has enabled.

Reproducible: Always

Steps to Reproduce:
1. Boot from KDE Live CD
2. Turn effects on
3.
Actual Results:  
No effects has enabled

Expected Results:  
I expect to see effects or the message that it can not be enabled

I don't know the exactly version of my Live CD but
