Because YaST doesn't have the database for em28xx based TV devices.
But you should not need to configure it in YaST, the kernel driver should be
loaded when the device is attached to PC automatically.
To fine tune the kernel setting you have to press 'Expert setting...' or 'Edit'
after adding the card.
Fixed in yast2-tv-2.18.4.tar.bz2
