+++ This bug was initially created as a clone of Bug #544332 +++

The icon for custom-services plugin is located under
..plugins/custom_services/public/icons directory, and shortcuts.yml refers to
it as

  icon: 'icons/custom-service.png'

However, the icon is not found in latest test appliance.
