I've tested the usual meaning of Ctrl-C/Ctrl-Z in xterm and konsole with
keyboard layout combination ru,us. It works fine. The only terminal, I could
find, where it doesn't work was gnome-terminal. Thus this looks more like an
issue in gnome-terminal than a general X issue. I cannot reproduce non-working
KDE keyboard shotcuts in any KDE application. Reassigning again to GNOME
component therefore.
