[Bug 525288] Qt4 Yast shows its list quite inconsistently

Sorry, but I think you missed the point. It's not about not scrolling if there
is not scrollbar, it's about not showing the title of the section on top of the
right pane, if there is scrollbar and the content below the selected sections
could fill more than the window.
