Not all apps, not all settings and not after every restart. For example Kmail losses account but it saves profiles and it shows me first run dialog after rebooting. Kate looses only plugin settings. Plasma completely resets my desktop to default. Reproducible: Sometimes Steps to Reproduce: 1. Add some wiggets to desktop, change elements order on panel 2. Reboot 3.
