[Bug 537310] xen: unable to start a new instance

VMs: 6 of them run oS11.0/64 1 of them runs SLE10SP2/64 So total, running 7. We experienced the problems if > 6 instances were started and worked around it by using tap:aio instead of a loop device for the last instance. two instances use two devices, the others have one. This totals to 9. When we tried to start the last VM, already 8 devices were in use.
