Looking at hald code the cache gets invalidated thru an inotify but only
regenerated if the cache file timestamp is older than the timestamp of at least
one of the files. Also during the lifetime if hald it seems like even though
the cache is marked invalid it only gets regenerated when a new device is
registered.
I would think it ought to be regenerated the main loop whenever some request
comes in. But I'm just starting to get familiar with HAL.
