Sounds like /etc/sysconfig/keyboard:KEYTABLE is not written during LiveCD
installation appropriately. Or the user changed the keyboard configuration via
the desktop (user setting!) and expected this to be the global keyboard
configuration for a LiveCD installation as well.

Makes perfectly sense. In a xorg.conf-less world global keyboard layout is now
defined via /etc/sysconfig/keyboard:KEYTABLE (there is a mapping to X11
keyboard layout).
