If you want -base removed without zypper asking the user, the package either
has to be orphaned (i.e. it doesn't exist anymore and no package obsoletes it)
or some package must obsolete it.
Your "Obsoletes" from the fate entry is wrong, because it uses '=', thus it
doesn't obsolete the old base package. If you change it to
Obsoletes: %name-base < %version-%release
it'll remove the -base package like it should.
But: kernel-flavor is now considered newer than kernel-flavor-base, so 'zypper
dup' will install it even if just kernel-flavor-base is installed. I don't
think there's a way to do what you want.
