[Bug 526467] Zypper and yast need a "Lock vendors" option.

This is only about 'zypper dup', everything else looks at the vendor.
For 'zypper dup', this is by design. Zypper dup simmulates a fresh installation
with no packages installed before, so it ignores package downgrades, package
arch changes, package vendor changes. It basically just looks at package names
to get an idea about which packages to install.
It's pretty easy to make the a bit more flexible in the sat solver, but I think
this would just confuse the users.
