Cannot reproduce this issue. Just installed Milestone 3 (KDE) with spanish
keyboard and it's active.

/etc/sysconfig/keyboard:
  KEYTABLE="es.map.gz"

/usr/share/hal/fdi/policy/20thirdparty/11-keymap.fdi:
  <merge key="input.xkb.layout" type="string">es</merge>

/var/log/Xorg.0.log:
  (**) Option "xkb_rules" "evdev"
  (**) Option "xkb_model" "evdev"
  (**) Option "xkb_layout" "es"

Thus I can only close this one as WORKSFORME.
