Patch against wron DSN sent out by Amavis himself

Amavisd-new sends out bounces in some situation even if amavisd-new isn't
allowed to do so, because D_REJECT is active. This leads to several problems
because those Amavis-Systems are backscatter-mailservers which are blocked very
often.

Mark Martinec already accepted my bugreport and announced a patch to solve the
problem:

Reproducible: Always
Steps to Reproduce:
1. Configer Amavis and Postfix with smtpd_proxy_filter in Postfix and D_REJECT
in Amavis. Configure some header_checks in Postfix so that Amavis isn't able to
forward the message to localhost:10025
2. Send a test-e-mail
3. Amavis blocks that mail (which is right) and also sends out a DSN by its own
(which is wrong).
