Found it!
There was an update of hplib and hplib-cups packages. This apparently installed
a new com.hp.hplip.policy in /usr/share/PolicyKit/policy/. It contained an
error. HAL stopped interpreting after a parsing error in lin 7 of this file and
never interpreted the hal-*.policy ones.
After moving com.hp.hplip.policy away Hal works as intended.
A newer update of hplib/hplib-cups is already in the repos and repairs this.
