I'm sorry for the late reply.

When install an OS from an internal webserver. Via Yast -> Virtualization ->
Create Virtual Machine

It uses the only the proxy settings, not the exceptions. 

I'm installing a DomU virtual machine in/from Dom0 .

In short:
All proxy settings are used correctly accept the exception (no_proxy).
