Ervin: there are two issues:
1) some repos come without translations, like pacman/buildservice repos and the
update repos. This is mainly because the rpmmd metadata format (those huge xml
files) doesn't support translations, but the old susetags format
(suse/setup/descr/...) does.
A long time age (before 10.1) the update channels were no repos at all, but
just contained patches in yet another format, which also contained
translations.
I don't think that it worked in 10.3.
2) the installed packages don't have translations, as rpm doesn't store them. I
thought this is what this bug was about, but now I'm not so sure if we don't
also need a workaround for 1)
