Currently rpm will move any modified old config file to cfgfile.rpmsave on
upgrades. This is however not necessary since the modified config file could be
kept as long as the base file that has been subject to modifications is the
same for the upgraded version. 
f.i.
keep /etc/X11/xdm/Xstartup as long as the md5sums in the rpm header for both
the old and the upgraded package version do not differ
