The option "Show available upgrades when the backend provides them" in the KDE
updater does not correctly work with the ZYpp plug-in either in openSUSE 11.1
(see bug 481112).

It is my impression that providing update notifications for third-party
repositories (which don't use the patch functionality) is not desired by
openSUSE developers at the moment.

I think that this is a bad idea, because using repositories like Packman is
very common among openSUSE users and the only way to get notified about updates
there is to start YaST/zypper manually or switch to third-party software
managers.
