Oh, I understand the challenge. And this is the reason sysconfig should never store default values and only user choices.
Problem is that not all append option has contradiction like gcc, so if we has some default and user don't want something, he must remove it from our default, as he cannot contradict it. Now this work that we propose some append and user can modify it and result we save. And this append is used for any new kernel. This decision is about how we behave, if we let user control pc and don't change things if it is not needed or if we try manage as much as possible (same dilemma we now solving in yast2-bootloader if we change only things that stop working in next release or change almost all to match all new features).
