I get this message pop-up as well.
But I configured my machine to have Swedish keyboard layout during the install
of openSUSE 11.2 milestone 1.

In the console I have Swedish keyboard layout working. But not in Gnome.
Everytime I switch between tty1 and X I get the warning window 6 times.
GDM says it is using sv-latin1 but it does not.
Tried aswell with KDE and then I get no error but still no working Swedish
keyboard. In KDE
