1. outfile parameter is ignored in both case: setting by command line and in
/etc/sysconfig/sitar.

Outfile can only be used if "format" is given. See man page

2. Without using one of the parameters --all, --check-consistency or
--find-unpacked nothing happens.

Also, if you use "format" _and_ "outfile"?

3. After once one of the parameters --all, --check-consistency or
--find-unpacked was used this parametrs seems to be set forever. The reason
is
that the files :/var/lib/support/Configuration_Consistency.include
and /var/lib/support/Find_Unpacked.include never will be deleted.

This is on purpose

My patch fixes 1 and 2.

Yes, but in an incompatible way. Thus I tend to not include it.
