[Bug 404013] improper automatic php/css indenting in vim/gvim

A quick look and it does seem to do the trick. Same for php files if I load the
indent/php.vim
I can get vim to work for me better this way. However, are you able to explain
exactly why I have to do this? Shouldn't vim figure out this stuff by itself?
And why am I the only one reporting this problem? Even with a clean user
account without any .vim* files the behaviour is wrong.
