In Yast2's Network Settings modules, changing the Network Setup Method from
Traditional to NetworkManager does not restart the network subsystem, so
NetworkManager's icon does not appear in the Gnome panel, preventing the user
from connecting to wireless networks. "sudo rcnetwork restart" fixes the
problem, but this should happen automatically.

Steps to Reproduce:
1.Use Yast2 / Network Settings to change the Network Setup Method from
Traditional to NetworkManager.

Actual Results:
The setting has changed, but the NetworkManager icon does not appear on the
Gnome Panel.

Expected Results:
The NetworkManager icon appears in the panel.
