According to attachment #264373
in comment #19 the "scanner" capability is already known to HAL
for this SCSI scanner so that everything should be already o.k.
which is the reason why test_and_set_scanner_access_permissions
does not create an entry for this SCSI scanner in 80-scanner.fdi
Currently I do not understand why it does not work when
the "scanner" capability is already known to HAL for this SCSI scanner
or what lets test_and_set_scanner_access_permissions falsely
assume that the "scanner" capability is already known to HAL
for this SCSI scanner.

could you attach the output of
lshal
when this SCSI scanner is connected?
