Your passwd/shadow setup is invalid
A correct behaviour in such a case is not defined. It is more or less obvious
what should happen in case of "auth", but it is totaly undefined what should
happen on password change.
pam_unix2 behaves like this, because it should work also on other UNIXes. There
were some out where always use shadow even without the "x".
Fix your passwd/shadow and decide where you want to store your password.
(add the "x" to passwd or remove your user entry from shadow)
You can also try to pam_unix instead of pam_unix2.
$> pam-config -d --unix2
$> pam-config -a --unix
But don't expect a correct behaviour on password change with a invalid
configurations.
