I'm happy with that.
The BUG originally wasn't Dell Inspiron 531. As I reported originally I
presumed it was just the way kernel speed reported; then seeing there was a
doubt and having the appearance of system being at slowest speed, it needed
someone to check it out.
A secondary aim, in case there was an issue was to point out that CPUFREQ could
be turned off, if it were problematic as a workround.
Since, I've found setting the governor works, and then /proc/cpuinfo gives
output, that's more reassuring.
So frankly I was going to report that and suggest, that unless somebody can
show it really is locked soon, when under load with something like "cat
/dev/urandom | md5sum" that you close it, or treat it as poor informational
reporting, on boot and actually the smolt report to.
