I have the same problem:
I recently reinstalled Suse, I had 10.3, now I have 11.1, and I just met this
bug.
Gnome power manager and Kpowersave both can adjust the brightness of the
screen, but at 100% the screen is very dim, and at 0% it is at the maximum
brightness.
The scale is thus inverted, but this is no big issue, as kpowersave has
specific brightness settings for each profile, so all I have to remember is
that high setting = low brightness and low setting = high brightness.
The scale flipped somewhere between 10.3 and 11.1, flipping it back shouldn't
be that hard.
