It could be related to this bug:

I am not yet completely sure, as for me it is not really related to DPMS but
occurs after about 15 minutes of inactivity with the screen still ON.
Chuck: even when you use KDE3, those KDE4 daemons will be started as soon as
you run a program written for KDE4. There are many such programs in OpenSUSE
11.1. Check the "ps axf" output to see if kded4 has been started.
