ok, i found out, it works if started from a real gnome-session.
when bluetooth-applet is started from a kde-session it doesn't work like
described above.
but when i start a gnome-desktop-session, then it works.
must be some background-process not running in a kde-session.

so as a workaround right now whenever i want to access my bluetooth devices,
then i have to start a gnome-session. :-(

i hope the kde-bluetooth tools are fixed soon....
