[Bug 407592] Dell Latitude D830 BIOS bug: Wrong device IO system memory address in PCI config space if mem is greater than 4GB

FYI- I installed all BIOS versions between A04 - A15 in an attempt to figure
out which update caused it to break. It seems to fail when I updated to ver
A13. This was on the D630. I will attempt the same thing on the D830 and see
which BIOS seems to break it also.
Don't know if this helps the Dell BIOS developers or not.
