netconfig will be broken: Netconfig never ever can set the ntp-server and yes
this means you destroy the universe.
YaST have to enhance the /etc/ntp.conf and not overwrite.
If YaST currently does not handle keys I'd prefer YaST to keep all the things
untouched what he do not know. 
The solution you have suggested is useless becouse the wrong configuration file
will be created after the package is installed.
