All I like to do is to tell the underlying system
(I don't care what the underlying system actually is)
that a USB device with a particular USB vendor and product ID
is a "scanner" (because there is no USB device class for scanners
so that there cannot be a generic rule to match for scanners).

More precisely:
Actually I do not care if this USB device is a "scanner"
or whatever else kind of device (e.g. a all-in-one device).
Actaully all I like to do is to tell the underlying system
that a USB device with a particular USB vendor and product ID
should be accessible for "normal users" (and I don't care
what a "normal user" is according to whatever current policy
of whatever current underlying system).
