When trying to configure I printer I see :-

An error occurred while communicating with the
CUPS server while saving queue stylusphotorx620

cups(File)DoRequest error: client-error-bad-request

I'm using cups.  Printer is USB connected Epson stylus photo rx620.  Locale is
GB

> From other internet searches I believe this is caused by a non UTF-8 based
locale.

Also, Samba is unable to send print requests to CUPS with a similar error in
the logs.

The release notes do mention this, but don't give a work-around or fix.  I
couldn't find an issue open against this, hence this one.
