So every time you login you have to reset the keyboard layout?

If so:

After logging in but before setting your keyboard layout, look in
~/.kde4/share/config/kxkbrc.  What is the Model value there?

Does the invalid "setxkbmap -model logicd_nav -layout de -variant" command when
issued from the commandline set the right keyboard (without resetting it in
KDE?)
