Not normally, no, but if Birger has some existing KDE settings, kxkb could be
changing the keyboard map on startup. Birger, open Personal Settings, Regional
& Language, Keyboard Layout, Layout tab and see
a) is 'Enable keyboard layouts' enabled?
b) If so, what is the Command line at the bottom of that dialog? eg "setxkbmap
-model pc104 -layout gb,de -variant ," here.
c) Do you get this behaviour when you use a different windowmanager, eg fvwm2?
