As a user reported, some source RPMs are not published for Factory.

Indeed, e.g. this one is missing;

find /srv/pub/opensuse/factory/ | grep insserv
/srv/pub/opensuse/factory/repo/oss/suse/i586/insserv-1.12.0-22.9.i586.rpm
/srv/pub/opensuse/factory/repo/oss/suse/x86_64/insserv-1.12.0-22.9.x86_64.rpm
