[Bug 444051] zypper in doesn't install what zypper if says is out of date.

I downloaded the relevant kernel packages into my local repo named kernel and with the same priorities ie. 75 for both kernel and factory zypper if prefers local repository to remote factory which I think is correct but when zypper in was used it wanted to download the factory one again.
